The submission team were unable to submit your app because your Apple/ Google Play developer account is pending payment. 

Resolution: 

1. Go to your developer account (Apple/ Google Play) and complete payment ($99 for Apple, and $25 for Google Play).
    
2. Go to your app's Dashboard and click Resubmit for the relevant marketplace.
    
3. Update your credentials.
    
4. Click Submit.
