The reason for this cost is so that you, the app developer and account holder, remains in full authority of the content, visibility, and cost of the app.  

Therefore the app stores don't allow third parties like us to pay on behalf of our clients. 

This charge is independent from our product.  Both Google Play and the Apple Store charge every single person that wants to upload an app.
